Federal Emergency Management Agency (FEMA) Public Assistance (PA) Grant Program

The Virginia Department of Emergency Management (VDEM) invites you to attend an informational webinar regarding the Federal Emergency Management Agency (FEMA) Public Assistance (PA) grant program that is made available through the Major Disaster Declaration for COVID-19, FEMA-DR-4512-VA.

During this webinar, VDEM will walk through the eligibility of private non-profit organizations, and include a separate webinar for faith based organizations and houses of worship. For the FEMA PA grants, VDEM serves as the pass-through agency, which means that FEMA will award eligible funding to VDEM, which will administer the grant and pass-through funds to eligible private non-profit organizations.

To be eligible for Public Assistance, a Private Non-Profit (PNP) must show that it has:

  • A ruling letter from the Internal Revenue Service granting tax exemption under sections 501(c), (d), or (e) of the Internal Revenue Code of 1954; or
  • Documentation from the state substantiating that the non-revenue producing organization or entity is a nonprofit entity organized or doing business under state law.
